I think he needs to e-mail to the model designer first for permission (Correct me if I'm wrong)

My Liveried Indian Paciic NR's I've kept as a Personal Use only.
The modeler of the NR class for MSTS. I'm not sure where I can contact him at all. I want to see if I could release the reskinned NR25 for MSTS. Plus the weathered Pacific National NR's I'd did.
